The constant evolution of terrorism financing methods in response to new and increasingly sophisticated countermeasures remains a continuous challenge. Contributions from individual supporters, including under the guise of charitable work, continue to provide a stable stream of revenue and new technologies have made it easier to anonymously raise funds through global crowdfunding programs. The territorial defeat of ISIS in Iraq and Syria has affected the ways in which financial support is provided and has created new threats. Returning FTFs and the adoption of new technologies to obscure financial activities of financiers are changing the global TF landscape. Protecting the NPO sector from abuse for the purposes of terrorist financing remains a key component of effective CFT systems. Assessing and addressing threats requires an understanding of the vulnerabilities the non-profit sector faces; primarily within the continuously evolving environment where NPOs operate. Appropriate safeguards need to be put in place in order to ensure that jurisdictions continue to comply with international standards and reduce the level of TF risk exposure of NPOs.

Mr. Derek Benjamin, Financial Compliance Unit, Office of National Drug & Money Laundering Control Policy (ONDCP), Antigua & Barbuda

Mr. Derek J. Benjamin is the Manager and Senior Financial Examiner of the Financial Compliance Unit at the Office of National Drug and Money Laundering Control Policy (ONDCP-FCU), Antigua. In this capacity, he oversees the Anti-Money Laundering / Counter Financing of Terrorism (AML/CFT) supervision of thirty-one (31) financial sectors (domestic and international) licensed and/or operating in Antigua and Barbuda. Mr. Benjamin commenced working at the ONDCP in 2006, first as a financial analyst in the Financial Intelligence Unit (ONDCP-FIU) before moving to the ONDCP-FCU in 2012. Mr. Benjamin joined the ONDCP with over 20 years’ experience working in the domestic banking sector and he is a Certified Anti-Money Laundering and Financial Crimes Prevention Specialist (CAMS and CAMLFC) and a certified Caribbean Financial Action Task Force (CFATF) Financial Examiner having served as a member of the CFATF 3rd Round Mutual Evaluation team to Belize. Additionally, he has pursued formal training and is certified in the areas of Risk Management, Cyber Crime Detection and AML/CFT Compliance. He is a member of the CFATF Risk, Trends and Methods Group (CRTMG) and also the chairman of the National Oversight Committee on Financial Action (NOCFA) sub-committees for Training & Outreach and Supervision. Mr. Benjamin has developed a significant arsenal of knowledge and skills which are directly applicable to his role as the manager of the ONDCP-FCU and Senior Financial Examiner. His knowledge and experience are an excellent combination in the execution of the main responsibility of the ONDCP-FCU to maintain the integrity of the country’s AML/CFT financial system through the supervision, examination and training of all financial institutions operating (domestic and offshore) in Antigua/Barbuda. Mr. Benjamin believes that life is a continuous path of knowledge and has a keen interest in ML/TF trends and typologies, a subject area in which he is always eager to learn and share. Mr. Dylan Marin, AMLFC Institute Member, Senior Intelligence Analyst, Financial Intelligence Unit, Trinidad & Tobago

Mr. Dylan Marin is a Senior Intelligence Analyst at the Financial Intelligence Unit of Trinidad and Tobago. He is a Certified Anti-Money Laundering & Financial Crimes Prevention Professional (CAMLFC) and a Certified Financial Crime Specialist (CFCS). Mr. Marin is a trained assessor for the Caribbean Financial Action Task Force (CFATF)’s 4th round mutual evaluation process and is also a certified trainer by the CFATF in Open-Source Internet Investigations. He is certified teacher for i2 Analysts’ Notebook Charting and iBase. Mr. Marin is the holder of a BSc. in Computer Science and Management from the University of the West Indies, St. Augustine Campus. He previously worked in academia in the field of computer science and has been in law enforcement for over 12 years; the last nine years being spent in the field of AML/CFT/CPF intelligence analysis and investigations. He has extensive experience and training in intelligence analysis and investigations.
