Ms. Ligia Stella

Mrs. Ligia Stella is Director of the Financial Intelligence Unit of Sint Maarten. Mrs. Stella Initiated the establishment of the FIU Sint Maarten from scratch and a year later realized the membership of FIU Sint Maarten in the Egmont Group of FIUs through an amendment of the National Ordinance reporting unusual transactions. In 2015 she initiated the amendment of the national AML/CTF legislation to get Sint Maarten compliant with the FATF recommendations (this is an ongoing process). From July 1997 to October 2010 Mrs. Stella served as Chief of Staff of the Cabinet of the Governor of Sint Maarten. She provided advice to the Governor in all the island’s affairs in his capacity of Chairman of the Island and Executive Councils, as Local Chief of Police and Representative of the Government Owned Companies. May 1992 – July 1996 Mrs. Stella served as Policy Advisor at the Department for Development Cooperation of the Government of the Netherlands Antilles. Mrs. Stella holds a MSc. in Political Science and International Economic Relations from the Catholic University of Nijmegen in the Netherlands.
