Former Director, Financial Intelligence Unit of Barbados

Shelley Nicholls-Hunte is the former Director, Financial Intelligence Unit of Barbados having served in that capacity for fourteen ( 14) years. In this role, she represented the Government of Barbados and served as ministerial representative at several fora on AML/CFT/CPF including plenary meetings of the Financial Action Task Force (FATF), Caribbean Financial Action Task Force (CFATF), United Nations Office of Drugs and Crime and the Egmont Group of Financial Intelligence Units, held in the Caribbean, North, South and Central America, Europe, Asia and the Middle East. Mrs. Nicholls-Hunte served as Chairman of the CFATF Heads of Financial Intelligence Units Forum 2018-2019. Shelley has been instrumental in the drafting and preparation of the Money Laundering and Financing of Terrorism (Prevention and Control) Act, 2011-23 and the 2019 amendments of this Act and those of the Anti-Terrorism (Amendment) Act. Her research and preparation of opinions on civil forfeiture and criminal confiscation led to her contribution to the development of the Government of Barbados’ policy on the Proceeds of Instrumentalities of Crime Act, 2019. Shelley is a trained assessor in the Third and Fourth Rounds of the Financial ActionTask Force Methodology on Anti-Money Laundering/Counter-Financing of Terrorism/ Counter-Proliferation Financing (AML/CFT/CPF) Mutual Evaluation assessments and served as Law Enforcement Examiner of a Caribbean country in 2008. As Director, FIU she served in the preparation and the management of Barbados’ Mutual Evaluation Exercise in 2016 and was responsible for the successful hosting of the Egmont Group Plenary which was held in Barbados in 2015 attracting over 300 delegates in the AML/CFT/CPF field across the continents. This was the first conference of this kind in the English-speaking Caribbean. Shelley is a Certified Anti-Money Laundering Specialist and has trained several financial institutions and Designated Non-Financial Business and Professions (DNFBPs) in their legislative obligations under the anti-money laundering legislation. She is also a trained trainer, speaker and coach with the John Maxwell Leadership Team and a member of the ACCA Global Forum on Ethics. She currently serves as the Legal and Compliance Manager at the Barbados Workers’ Union Cooperative Credit Union Limited.
